Possession of Heroin With Intent to Distribute&semi; Unlawful Use of a Communication Device&period; <&sol;i><&sol;b>Franklin&comma; 33&comma; of Tulsa&comma; is charged with drug conspiracy&comma; possession with intent to distribute heroin&comma; and unlawful use of a cell phone to coordinate illegal drug activity&period; Franklin&comma; along with his co-conspirators&comma; allegedly obtained and distributed heroin throughout the Northern District of Oklahoma&comma; utilizing Tulsa as their base of operations&period; The conspiracy consisted of a dispatcher&comma; facilitator&comma; drivers&comma; and redistributors&period; To avoid detection&comma; dispatchers and drivers rotated in and out of Oklahoma from Mexico every six months&period;  As part of the operation&comma; the dispatcher&comma; facilitator and drivers received heroin in bulk from Mexico and delivered drugs to redistributors to sell in communities across northeastern Oklahoma and elsewhere&period; The facilitator supplied heroin to drivers who delivered the drug to redistributors&period; Franklin allegedly acted as a redistributor and would text or call the dispatcher to order heroin&period;  Then&comma; using cell phones&comma; the dispatcher coordinated locations where drivers and Franklin would meet and eventually exchange cash for heroin&period;  Franklin&comma;
